Limit Downloads Per Member Level per Time Period

Hello,
I want to create a membership site that provides access to digital downloads with a limit on downloads based
upon membership level.

For example:
A FREE MEMBER can download any 5 products per time period (day, week, month, etc)
A BASIC MEMBER can download any 20 products per time period (day, week, month, etc)
A ADVANCED MEMBER can download any 40 products per time period (day, week, month, etc)

Can your product accomplish this?
