How do the mechanics of this work best?

Assuming person A buys a membership for person B. Person A pays. How does person B get the email, gets to choose their username, password, etc.

Does DAP handle that?

DAP doesn't do gift memberships.

Person A can forward the welcome email to recipient after they've received it after the purchase.
Person B can login, go to their profile page and update the primary email to their email ID (but leave the paypal email to point to person A's email).

Because the paypal email still points to person A's email, any recurring payments for this product will still be connected to the right account and the person B's access to recurring product will be extended automatically upon recurring payment from person A's paypal account.
